(Tucson - 7/29/03)   “Cultural Horizons of North America,” produced by the Wisconsin Educational Communication Board (WECB), is the winner of the 2003 Wilbur Schramm Award of Excellence.  The national award, instituted in 1985, recognizes outstanding K-12 educational media productions. Linda Hanson and Tom Fletemeyer, ECB's director of school services and executive director, respectively, were on hand to accept the award, presented at the Education Leadership Summit held by the National Educational Telecommunication Association (NETA) in Tucson, Arizona, July 26-29. 
    
The winning ten-part series explores the concept of culture, the range of existing cultures, and cultural identity issues for children in grades 4-6.   It is an expansion of the Wisconsin-focused Cultural Horizons series and was produced by WECB in cooperation with Oregon Public Broadcasting, PBS Atlanta, Rocky Mountain PBS, and Télé-Québec.
   
In awarding this year's Schramm to Cultural Horizons, the judges commented on the outstanding quality of the companion CD-ROM and teacher guide, praising the correlation to education standards. "This is instruction," said one judge. "Schramm would be pleased."
      
  The Schramm Award honors the late Dr. Wilbur Schramm, a
  pioneer in mass communications and author of definitive books
  in the field.  The annual award competition is sponsored by the
  Center for Instructional Communications at NETA.
